Customised Training in Emerging Sectors
The Union Budget 2026-27 announced the Divyang Kaushal Yojana, a new scheme designed to provide customised skill training to Divyangjan (persons with disabilities) in high-growth sectors including Information Technology (IT), Animation, Visual Effects, Gaming and Comics (AVGC), and Hospitality.
The scheme reflects a growing policy focus on ensuring that India's skilling ecosystem is genuinely inclusive, rather than treating disability-focused training as a separate, marginal track.
By targeting fast-growing, technology-driven sectors specifically, the scheme aims to connect trained Divyangjan directly to sectors with strong current and projected employment demand, rather than confining them to traditional vocational categories with more limited growth potential.
Part of the Budget's Inclusive Growth Agenda
The Divyang Kaushal Yojana was announced under the Budget's third "Kartavya" — ensuring that every family, community, region, and sector has access to resources and opportunities for meaningful participation.
It sits alongside other inclusion-focused announcements in the same Budget, and is expected to be implemented in coordination with the Department of Empowerment of Persons with Disabilities (DEPwD) under the Ministry of Social Justice and Empowerment, working in tandem with existing skilling infrastructure built under the broader Skill India ecosystem.
The emphasis on AVGC and hospitality is notable, since both sectors have been separately identified by the government as high-potential areas for youth employment generation, meaning the scheme also functions as a targeted entry point for Divyangjan into two sectors the government is actively trying to expand nationally.
