Handing India's Small Satellite Launch Vehicle to Industry
In February 2026, IN-SPACe, the autonomous single-window agency promoting private participation in India's space sector, facilitated the transfer of Small Satellite Launch Vehicle (SSLV) technology to Hindustan Aeronautics Limited (HAL) under a ₹511 crore, 10-year agreement, enabling industry-led production and launch services for the rocket.
The SSLV, developed by ISRO to place small satellites into Low Earth Orbit quickly and at lower cost than larger launch vehicles, completed its development phase with the successful SSLV-D3 mission in August 2024.
Transferring its production to industry marks the transition of the vehicle from a government-developed demonstrator to a commercially operated launch service, following a similar Technology Transfer Agreement signed between NSIL, IN-SPACe, and HAL in September 2025.
Part of a Broader Push to Commercialise Indian Space Technology
This transfer builds on IN-SPACe's expanding role since the Indian Space Policy 2023 came into force, which created a stable regulatory framework for private participation in space activities.
As of mid-2026, IN-SPACe had registered over 4,500 organisations, issued 133 authorisations, and signed 106 Memoranda of Understanding, while over 70 Technology Transfer Agreements had enabled the commercialisation of ISRO-developed technologies as of December 2025.
The SSLV transfer to HAL is particularly significant because HAL is also separately building the first fully Indian-industry-manufactured PSLV, in partnership with L&T, expected to fly in Q1 2026, positioning HAL as a central player in India's shift toward industry-led launch vehicle manufacturing — a shift ISRO officials say is essential if India is to compete meaningfully in the global commercial launch market.
